Underclocking to keep Temperatures down? You CPU has a technology known as Turbo Boost which is an Intel technology that allows the CPU to overclock itself when the CPU is not at its thermal limits. When browsing the web your CPU will only be lightly used and so can quickly boost up above its 'base' clock of 2.3GHz to 3+ GHz where it will quickly get the job done and settle back down to a lower clock and cool down again. CPU underclocked since upgrade to Win 10 Upgraded to Windows 10 yesterday (finally!) and really love the new OS. However, since the update my CPU (Celeron 900) has been running underclocked @ 1.89-2.00 GHz instead of the normal 2.2 GHz. Most gamers overclock their rig (both CPU and GPU) to get a performance boost. Underclocking your GPU basically lowers the clock speeds of your GPU. If you use your computer mostly to browse the internet or only do mild gaming, underclocking your GPU is fine. This should reflect lower electricity bills without sacrificing any drop in performance.
